Maldives Explores Direct Air Connectivity with Japan Following High-Level Talks

MALÉ, Maldives — The Maldives is exploring the possibility of establishing direct flights between the Maldives and Japan following high-level discussions between Maldives Ambassador to Japan Ahmed Mahloof and Japan Airlines (JAL) Managing Executive Officer and Senior Vice President for Route Marketing, Ross Leggett.


The meeting focused on opportunities to strengthen air connectivity between the Maldives and Japan, with discussions centering on the potential for direct commercial flights that could significantly enhance tourism, trade, and people-to-people exchanges between the two countries.


Direct Flights Could Revive Japanese Tourism Market


Japan has traditionally been an important source market for the Maldives tourism industry. However, visitor numbers have yet to return to pre-pandemic levels.


According to tourism statistics, the Maldives welcomed 34,352 Japanese tourists in 2025, compared to 44,251 arrivals in 2019, highlighting the potential for further growth in the Japanese market.


Industry experts believe that the introduction of direct flights from Japan to the Maldives could play a key role in accelerating the recovery of Japanese tourist arrivals by offering a more convenient travel experience.


Currently, most Japanese travelers visiting the Maldives transit through major Southeast Asian hubs, particularly Singapore and Malaysia, before arriving in Malé.



No Air Services Agreement Yet Between Maldives and Japan


Despite growing tourism ties, the Maldives and Japan currently do not have an Air Services Agreement (ASA) in place, which is required for scheduled commercial airline operations between the two countries.


The recent discussions between Ambassador Ahmed Mahloof and Japan Airlines represent a positive step toward exploring future aviation cooperation and improved connectivity.


Japan Airlines Well Positioned for Maldives Route


As Japan’s flag carrier and one of Asia’s leading airlines, Japan Airlines operates a modern fleet of long-range widebody aircraft capable of serving international leisure destinations.


With the Maldives continuing to attract high-end travelers from around the world, aviation observers note that JAL could be well positioned to evaluate a potential Tokyo-Malé route should market conditions and regulatory frameworks become favorable.


Previous Air Links Demonstrated Market Potential


The Maldives has previously seen direct tourism-focused operations to Japan. In 2016, Mega Maldives Airlines operated special charter flights to Japan via Beijing, China, demonstrating the viability of connecting the two markets.


While those services were limited, they highlighted the growing interest among Japanese travelers in visiting the Maldives.


Strategic Opportunity for Maldives Aviation and Tourism


A direct air link between the Maldives and Japan would provide more than just a tourism boost. It would also support the Maldives’ broader objective of diversifying its international air connectivity and reducing reliance on a limited number of transit hubs.


Enhanced connectivity with Japan could strengthen tourism growth, facilitate business opportunities, and deepen cultural exchanges between the two nations.


As the Maldives continues to expand its global tourism footprint, direct flights between Japan and the Maldives could become a significant milestone for both the aviation and tourism sectors.
